Since its inception in 1975, the West Bengal Council of Higher Secondary Education (WBCHSE) has empowered lakhs of students to pursue higher secondary education, laying a strong foundation for their personal growth and for the progress of the nation.

WBCHSE takes pride in being the first education board in the country to introduce a Semester System for Classes XI and XII, effective from the academic session 2024–25. This progressive reform replaces the traditional annual examination model with four structured semesters spread across two years. The initiative is designed to reduce end-of-year academic pressure, promote continuous and comprehensive assessment through a balanced mix of MCQs and descriptive evaluations, and foster deeper conceptual understanding. It aligns closely with the objectives of higher education, offers greater academic flexibility, and provides students with opportunities to improve their performance over time.

Key benefits of the Semester System in the 10+2 structure include:

  • Reduced Examination Stress: Dividing the curriculum into four segments (two each in Classes XI and XII) alleviates the burden of a single, high-stakes annual examination.

  • Continuous Assessment: Regular evaluations—OMR-based MCQs in Semesters I and III, and descriptive assessments in Semesters II and IV—encourage consistent study habits and enable early identification of learning gaps.

  • Enhanced Learning and Focus: Modularized subject content allows students to engage in more focused, in-depth study, reducing dependence on last-minute preparation.

  • Expanded Curriculum Flexibility: The system supports the inclusion of contemporary subjects such as Artificial Intelligence and Data Science, reflecting evolving academic and industry needs.

  • Alignment with Higher Education: The semester-based structure mirrors university-level assessment patterns, facilitating a smoother transition to higher studies.

  • Opportunity for Academic Improvement: The multi-semester format provides students with opportunities to improve their performance, thereby reducing the impact of any single underperformance.

  • Promotion of Consistent Study Habits: Regular attendance and periodic assessments encourage discipline and sustained academic engagement throughout the year.

The COVID-19 pandemic served as a catalyst for transformation within the education sector, accelerating the shift from conventional classroom teaching to technology-enabled learning. In response, WBCHSE has embraced digital innovation to enhance accessibility and efficiency.

A newly launched online portal reflects this commitment. Designed to be dynamic, user-friendly, and easily navigable, the portal serves as a comprehensive gateway for students and institutions to access a wide range of services, including Higher Secondary registration and other online applications. This initiative significantly benefits nearly 7,000 Council-affiliated schools across the state by enabling seamless digital submissions, eliminating the need for physical visits to Council offices.

The WBCHSE YouTube channel further exemplifies this digital outreach. It provides reliable academic support through curated, subject-specific video content aligned with the semester system. These resources include syllabus explanations, expert guidance, and examination strategies, thereby enhancing student engagement, understanding, and performance.

In parallel, WBCHSE continues to invest in capacity building through teacher orientation programmes. These initiatives equip educators with insights into updated curricula, evolving question patterns—including MCQ-based and analytical formats—and modern pedagogical approaches. Conducted by subject experts, these programmes empower teachers to act as effective facilitators of learning and ensure alignment with contemporary educational standards.

Additionally, the introduction of a dedicated book mart ensures the availability of both Council-prescribed textbooks and approved publications from private publishers. Schools can procure required materials directly, while students gain access to a wider range of authenticated reference resources.

WBCHSE remains steadfast in its commitment to excellence in education. Guided by the philosophy of Kaizen, or continuous improvement, the Council consistently strives to enhance its services for students and institutions alike. Its vision is to provide every learner with the opportunity, support, and guidance needed to become self-reliant, responsible, creative, and contributing citizens of the nation.

Higher Secondary (10+2) curriculum was initiated in the year of 1976 and the first Higher Secondary Examination took place in the year 1978. The Higher Secondary Examination is running uninterruptedly since 47 years and it’s like a festival for each and every employee and officer of the Council. In the initial years nearly sixty thousand candidates sat for the examination from all over the state, and now it has grown more than ten folds to around 8 lakhs examinees in recent years.

With the advancement of time, the number of affiliated institutions under the Council has increased substantially. The Council has also strived to take various initiatives and activities for the interest of institutions as well as of the students. At present, there are nearly 6900 affiliated institutions all over the state covering around 18 lakhs students in classes XI and XII.

With the launch of this gamut of online facilities, students and institutions can avail the services right from their home or school premises for which in earlier times they needed to visit the Council’s Head Office and Regional Offices physically. Keeping these in mind what we have tried is to bring all our possible activities online through our web portal in a phase-wise manner. As a result, all kinds of forms related to academics, finance and examination will be made available for timely and swift execution of the work.

WBCHSE is pledged to provide its stakeholder with a seamless experience by offering them this online system which will save their resource and energy in terms of time and effort.
